Circle K Terminal Group Newport - Air Permit
We invite you to comment on the draft air quality permit for Circle K Terminal Group Newport.
Circle K Terminal Group Newport in Newport operates a bulk storage and transfer terminal for petroleum products (gasoline). The facility’s main operations include product storage tanks, truck loading racks, and vapor control systems.
The draft air permit authorizes the installation of equipment to receive, store, blend, and inject butane into existing gasoline product lines at the truck loading rack. The project includes two new pressurized butane storage vessels and associated transfer and injection equipment. The draft permit maintains limits on facility-wide air emissions and requires monitoring, recordkeeping, testing, and proper operation of the vapor control systems.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
