Bridge #54 CP 0040-778354 - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the Bridge #54 CP 0040-778354 project in St. Louis County.
Bridge #54 is a 27-foot steel span bridge conveying traffic along East Pioneer Road over Big Sucker Creek that has reached the end of its service life. St. Louis County is proposing to remove the existing structure and install a 38’x8’ reinforced concrete arch culvert with an open bottom. Rip rap will be placed approximately nine feet upstream and downstream of the new culvert to protect the wingwalls. The road shoulders will be slightly widened and flattened near the culvert to meet safety standards, resulting in some wetland fill. Impacts from the proposed project include 56 linear feet of Big Sucker Creek and 0.05 acres of wetland. Wetland impacts will be mitigated by purchasing wetland credits at a 1:1 ratio.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
