United States Air Force Reserve's 934th Airlift Wing (Minneapolis) - Wastewater Permit

We invite you to comment on the draft wastewater permit for the United States Air Force Reserve's 934th Airlift Wing – Minneapolis.


The main base of the United States Air Force Reserve's 934th Airlift Wing (Base Area N) is located adjacent to the north of the Minneapolis-St. Paul International Airport (MSP). The facility also includes a small triangular area to the southeast, which houses the US Air Force JP-8 fuel tanks in a location known as Base Area D. The principal activity at this facility is the storage, maintenance, and operation of military aircraft by the United States Air Force Reserve's 934th Airlift Wing.


The facility consists of several service buildings, aircraft parking/aircraft deicing apron, and two above-ground storage tanks for fuel, with accompanying secondary containment basins. The draft permit authorizes the facility to discharge stormwater associated with industrial activities and includes a new monitoring location for industrial stormwater. Discharge rates are dependent on precipitation and on-site stormwater is treated in oil-water separator systems prior to discharging into the Minnesota and Mississippi Rivers.

 

The draft permit includes new limits for benzene, ethylbenzene, toluene, total xylenes, and naphthalene. The draft permit also includes new monitoring requirements for per- and polyfluoroalkyl substances (PFAS), five-day carbonaceous biochemical oxygen demand, chemical oxygen demand, ammonia-nitrogen, and total suspended solids.


Wastewater from industrial and commercial sources may contain pollutants at levels that could adversely affect the water quality in area wetlands, streams, rivers, and lakes. Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. All wastewater must be treated before it goes into surface water to protect human health and aquatic life. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits.
