Cimarron Park Wastewater Treatment Plant - Wastewater Permit
We invite you to comment on the draft wastewater permit for Cimarron Park Wastewater Treatment Plant.
MHC CM Utility Systems, LLC applied for a reissued water quality permit for its wastewater treatment facility in Lake Elmo, Washington County. The facility is designed to treat 120,000 gallons per day and discharges to Rose Lake. The facility can also discharge to rapid infiltration basins.
The draft permit removes nitrate plus nitrate limits from all groundwater wells at the facility. It also replaces the flow limits of 0 at stations LA 001 and LA 002 with intervention limits. The 166 kg/yr total phosphorus limit at SD 001 had its frequency updated from twice per week to once per month. At SD 001, the total suspended solids limits in mg/L (30 calendar month average and 45 maximum calendar week average) were updated to 45 (calendar month average) and 65 (maximum calendar week average) respectively.
The draft permit includes special requirements for the permittee to submit a rapid infiltration dosing plan and an emergency flood response plan.
The draft permit does not authorize any construction or changes to the facility.
Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. Permits are enforced through a combination of self-reporting and compliance monitoring.
