We invite you to comment on the draft air quality permit for Xcel Energy - Blue Lake.
Xcel Energy – Blue Lake in Shakopee, Minnesota, is an electric generation peaking plant that produces electricity during periods of high demand. The facility’s main equipment includes large combustion turbines, multiple engine-generators (including emergency units), and fuel storage tanks.
The draft permit reissues the facility’s air permit and does not approve any new construction. However, it continues previously approved construction activities that have not yet been completed. The draft permit limits emissions from fuel combustion and related operations and requires the facility to track compliance through routine monitoring, fuel/use tracking, recordkeeping/reporting, and periodic testing.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
