Jackson County - Solid Waste Management Plan

We invite you to comment on the solid waste management plan for Jackson County.


Jackson County submitted a Solid Waste Management Plan (SWMP) to the MPCA that proposes an integrated solid waste management system. The SWMP states that over the ten-year planning period of 2026-2035, Jackson County will:

  • Generate approximately 8,500 tons of Municipal Solid Waste (MSW) annually.
  • Reduce MSW by approximately 1.3 tons annually by developing guidance to direct residents on where to take reusable items when they relocate, downsize, or need to disperse loved ones’ belongings.
  • Educate residents about proper solid waste management via newspaper articles, social media, websites, and booths at various events.
  • Achieve a 42% recycling rate (approximately 3,600 tons) by providing curbside single-sort collection in incorporated areas and 11 drop sites across the county for rural residents.
  • The MSW that is not reduced, reused, or recycled (approximately 4,500 tons) will be managed at the Dickinson County Landfill near Spirit Lake, Iowa, the Nobles County Landfill near Rushmore, Minnesota, and the Cottonwood County Landfill near Windom, Minnesota.
  • Problem materials such as tires, electronics appliances, household hazardous waste, and automotive fluids will be collected at the Jackson County Household Hazardous Waste Facility, private businesses, and via special collections.
