We invite you to comment on the draft air quality permit for Northern Natural Gas Co – Hugo .
Northern Natural Gas Co – Hugo in Forest Lake uses a natural gas-fired turbine to compress natural gas in a pipeline. The primary emissions from natural gas combustion are nitrogen oxides and carbon monoxide.
The draft air permit authorizes the construction of a natural gas-fired combustion turbine and an emergency generator. The draft permit limits operating hours at low temperature and low load, and limits the number of startup and shutdown events.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
