Marathon Saint Paul Park Refinery - Air Permit

We invite you to comment on the draft air quality permit for Marathon Saint Paul Park Refinery.

Marathon's Saint Paul Park refinery is located in the cities of Saint Paul Park and Newport, Washington County, Minnesota. It has a crude oil refining capacity of 105,000 barrels per calendar day The refinery processes foreign and domestic crude oil into various products, including propane, gasoline, diesel fuel, jet fuel, asphalt, and industrial-grade sulfur.

This draft permit includes major, minor, and two administrative amendments. The major amendment incorporates permit conditions from a 2018 US EPA Administrative Consent Order. The minor amendment adds temporary portable vapor combustion units for refinery degassing. The use of this temporary portable vapor combustion control equipment will control volatile organic compounds that get released into the atmosphere during infrequent and intermittent maintenance activities on storage tanks, vessels, and piping. 

An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
