Cannon River Fish Passage Project- 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the Cannon River Fish Passage project in Le Sueur County.
Clean River Partners areproposing a fish passage project that will reconnect 23 miles of the Cannon River. Gorman Lake’s weir and the Dodd Road culvert act as fish barriers under normal flow conditions. The weir will remain in place with boulders and rip rap placed to allow aquatic organism passage during normal flow conditions. The current arch culvert (12.5’ x 7.92’ x 62’) will be replaced with two concrete box culverts (4’ x 12’ x 50’) and two new floodplain culverts (30” x 50’) to convey high flows. Rip rap will be placed in the box culverts to aide aquatic organism passage.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
