Cumulative impacts analysis indicator prioritization

The MPCA has begun work to implement a groundbreaking new law to remedy Minnesotans’ disproportionate exposure to pollutants. The law defines environmental justice areas and requires the MPCA to conduct a rulemaking process to address the cumulative impacts of pollution during permitting processes.

On Nov. 13, 2024, the MPCA held the final working session for this year in a series for the cumulative impacts rulemaking. This working session built upon the indicators and datasets working session that the MPCA held in July. The purpose of the work session and this opportunity for public input is to continue the process of co-creating the approach to assess when communities are facing substantial adverse impacts from pollution. We are looking for input on our proposed process as we focus next year on developing a new GIS-based web tool to develop cumulative impacts analyses.

Following the working session in July, MPCA technical staff created a more refined indicator list with further details about the data including measurement/how the data is being used, data sources, and our rationale for inclusion.
