Brown County Sanitary Landfill - Solid Waste Permit
We invite you to comment on the draft solid waste permit for Brown County Sanitary Landfill in Brown County.
Brown County has applied for a major modification to solid waste permit SW-89 for the Brown County Sanitary Landfill facility located in Sleepy Eye, Minnesota. The facility is a mixed municipal solid waste (MSW) land disposal facility with a closed, unlined (MSW) land disposal area with a capacity of 1,132,300 cubic yards, and an open, lined MSW disposal area with a capacity of 2,602,500 cubic yards. The facility also accepts recycling appliances, electronics, scrap metal, and tires for storage prior to transfer for recycling. This major permit modification will authorize incremental construction and operation of leachate recirculation on the working face of landfill cells with a composite liner system; at the Facility this includes Cells 20-25. This major permit modification will also authorize storage of plastic agricultural bags prior to transfer for recycling.
The draft permit allows construction of the facility to begin before the MPCA issues the permit.
All active landfills, solid waste, and recycling facilities in Minnesota are required to have a solid waste permit. A solid waste permit is good for 10 years. If conditions change and modifications to the permit are necessary, the MPCA may review and amend the permit.
