Brown's Creek Cove Stream Enhancement Project - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the Brown’s Creek Cove Stream Enhancement project in Washington County.
The Brown’s Creek Watershed District is proposing a stream enhancement project for 2,100 linear feet (ln ft) of Brown’s Creek, including upland and aquatic habitat improvements. The project corridor is northwest of the intersection of Neal Avenue North and McKusick Road North in Stillwater. Activities include installing 1,485 ln ft of toewood and 350 ln ft of gravel riffles, along with 1,585 ln ft of channel narrowing and 195 ln ft of floodplain bench grading. The current channel is disconnected from the floodplain. Wetland and pollinator seed mixes will be planted throughout the project area after invasive and woody species are removed.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
