United States Steel Keetac (Keewatin) - Air Permit

We invite you to comment on the draft air quality permit for United States Steel's Keetac facility in Keewatin.


United States Steel's Keetac facility in Keewatin produces taconite pellets for use at iron and steel mills. The facility mines and crushes ore, processes it into pellets, and fires the pellets in a furnace to harden them.


The draft permit reissues the facility’s air quality permit with provisions for new and more efficient control equipment, a replacement natural gas-fired emergency generator, updated performance test plans and frequencies, and the facility's direct reduced iron pellets project.


The draft permit requires testing, monitoring, and recordkeeping for criteria pollutants. Particulate-based emissions mainly come from the mining, hauling, crushing, processing, and handling of the ore and pellets. Combustion emissions mainly come from the pellet furnace which can use several fuel sources, typically natural gas or coal. 


An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
