Northern Metal Recycling (Saint Paul Dock) - Air Permit
We invite you to comment on the draft air quality permit for Northern Metal Recycling - Dock.
Northern Metal Recycling operates its Saint Paul Dock barge river terminal on the Mississippi River. The facility handles salt and steel scrap and generates particulate matter emissions from three conveyors to convey salt, a clam bucket to transport salt and steel scrap, and paved and unpaved roads.
The draft air quality permit limits annual salt and steel scrap throughput and requires corresponding recordkeeping. The draft permit also incorporates fine particle conditions from the Minnesota State Implementation Plan. The draft permit does not authorize any construction or changes to the facility.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
