Pine Bend Landfill - Solid Waste Permit
We invite you to comment on the draft solid waste permit for Pine Bend Landfill in Dakota County.
BFI Waste Systems of North America owns and operates the Pine Bend Landfill located in Inver Grove Heights, which accepts mixed municipal solid waste. BFI proposes to increase the landfill’s peak height from 1,020.0 feet to 1,105.8 feet with no increase in the waste footprint. The final slopes of the landfill will be 3:1 with benched sideslopes. The total permitted capacity of the lined disposal area is 26,603,200 cubic yards.
The draft permit reissues the facility’s solid waste permit with a modification for the new height. The draft permit also formalizes two variances that have been approved for this facility. The first allows leachate recirculation to the working face of the landfill to promote waste degradation The second variance approves use of a geonet drainage system instead of six inches of sand.
All active landfills, solid waste, and recycling facilities in Minnesota are required to have a solid waste permit. A solid waste permit is good for 10 years. If conditions change and modifications to the permit are necessary, the MPCA may review and amend the permit.
