MN DOT District 8 HWY 14 Project - 401 Water Quality Certification

We invite you to comment on the draft 401 Water Quality Certification for the MN DOT District 8 HWY 14 Project in Lincoln & Lyon Counties.

 

The Minnesota Department of Transportation – District 8 (MN DOT) proposes to conduct construction activities at three sites along Highway 14 in Lincoln & Lyon Counties. A combination of culvert work, ditch grading, weir installation, and riprap installation will be used to address erosion issues, localized flooding, and inslope safety standards at the three sites. The construction activities will result in permanent impacts to 1.94 acres of wetlands and 223 linear feet of stream and temporary impacts to 0.85 acres of wetlands and 119 linear feet of stream. 


A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
