We invite you to comment on the draft 401 Water Quality Certification for USACE Vessel Yard Repairs in St. Louis County.
The U.S. Army Corps of Engineers proposes to repair the north pier of the Duluth vessel yard located just south of the Aerial Lift Bridge. The pier will be encased in steel sheet piling and widened 8 feet with a new concrete slab. In addition to the pier, the Corps will install a boat ramp adjacent that will be 65 feet long and 20 feet wide. The project is scheduled to begin May of 2027.
There will be 0.2 acres of impacts and no mitigation is required.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
