Crystal Valley Cooperative - Madelia - Air Permit

We invite you to comment on the draft air quality permit for Crystal Valley Cooperative - Madelia.


Crystal Valley Cooperative in Madelia is a grain elevator. The facility’s main processes are grain receiving, handling, storage, and loadout to trucks and rail.


The draft air permit corrects material mistakes in the current Permit No. 16500029-101. The correction is removing opacity limits for “process emissions” from conveyors. According to Federal Rule, conveyors do not have “process emissions”.


An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
