Alta Vista 27 Road Retention - 401 Water Quality Certification

We invite you to comment on the draft 401 Water Quality Certification for the Alta Vista 27 Road Retention project in Lincoln County.

 

An existing 8’x8’ 76 foot (ft) long box culvert has deteriorated and is perched at the intersection of County Road 18 (CR18) and 260th Avenue in Lincoln County. To reconnect the stream system and temporarily retain storm events, Alta Vista Township is proposing to install a series of structures including: a reinforced concrete pipe (RCP) inlet that is 68 ft long and 48” in diameter, trash rack, a RCP outlet that is 172 ft long and 66” in diameter, and a 75’x70.5’ armored plunge pool downstream of the outlet. Upstream of the new culvert, the unnamed creek will be slightly re-aligned to move the stream bed away from the road banks. CR18 will also be raised up to three feet to complete the flood retention structure capable of slowly releasing flood water over time. Wetland impacts will be mitigated by purchasing wetland credits at a 2:1 ratio.


A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
