St Louis County CSAH 8 Chalberg Creek - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for St Louis County CSAH 8 Chalberg Creek in St Louis County.
Chalberg Creek currently runs along the north side of CSAH 8 but historically flowed beneath the road and crossed under it again to the west before its confluence with the Cloquet River. The historic stream bed is still intact, and the county proposes to restore the stream to that flow path, which will require the installation of a culvert and then a replacement of a second culvert.
The western (downstream) culvert will be 14 feet by 6 feet with a 42-foot barrel length and 22-foot end sections. The eastern (upstream) culvert will be 12 feet by 6 feet with a 42-foot barrel length and 21-foot end sections. Both culverts will be embedded 2 feet into the substrate.
There will be 0.4 acres of permanent impacts and 1.38 acres of temporary impacts. All permanent impacts will be mitigated at a 1:1 ratio.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
