POET Biorefining-Preston - Air Permit
We invite you to comment on the draft air quality permit for POET Biorefining - Preston.
POET Biorefining - Preston (POET) is a bioethanol production plant in Preston. POET uses corn feedstock to produce fuel ethanol and byproducts. The facility is permitted to produce up to 80 million gallons of undenatured ethanol, process 4 million gallons of denaturant, receive 814,600 tons of grain, and loadout 221,920 tons of dry distiller’s grain with solubles (DDGS) or modified distiller’s grains with solubles (MDGS) per year.
The permit action is a Part 70 reissuance that incorporates a major amendment to use a processing aid for mitigation of mycotoxin and a reopening to update water flow and additive flow rate limits on the fermentation scrubber.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
