18th Avenue SW Reconstruction, City of Rochester, Olmsted County - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the 18th Avenue SW Reconstruction in Olmsted County.
The City of Rochester proposes re-construction and widening of 18th Avenue SW into a 2-3 lane road with an eastern trail, a single roundabout, stormwater diversion infrastructure and pond, riprap placement, and multiple culvert replacements impacting 0.148 acres of wetlands and 1,391 linear feet of tributaries to the Zumbro River. No mitigation is required for this project.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
