The City of Moorhead is requesting a 30-day extension of the public comment period on the draft Red River of the North TMDL Report. The City feels the draft TMDL has potential significant impacts for its MS4 and NPDES/SDS permits. To our knowledge,...↓ impacted MN permittees were not contacted or consulted as a part of the TMDL development process. The City only learned of the TMDL and its potential impacts after the public comment period notice. After reviewing the TMDL to better understand these impacts, and due to the complexity of the TMDL, the City needs additional time to finish preparing substantive comments for MPCA's consideration. The City feels it is best for all affected parties to ensure the TMDL is completed with the best available technical information and input from the City and other stakeholders.

The state needs to enforce laws already on the books for drain tile. This is specifically important for sensative areas, that are negatively impacted by drain tile.
