This proposal by Riverview must be required to undergo a full environmental impact statement (EIS).

No feedlot has ever undergone an environmental impact statement (EIS) process in Minnesota. Each time the MPCA has determined that an operation should undergo one, the operator that requested the permit has withdrawn their application. And all of those operations that were determined to need an EIS were significantly smaller than Riverview's current proposed operation will be.

If built, the Riverview operation would be allowed to pump up to 226 million gallons of water per year from an off-site well. For reference, the City of Morris, which is home to over 5,000 people, is permitted to pump up to 300 million gallons of water a year. Once constructed, the facility would produce 202,744,000 gallons of liquid manure and wastewater a year and 26,400 tons of solid manure a year.

The Pomme de Terre watershed, where this expansion is proposed, is already considered a sensitive watershed. The MPCA already lists the two closest waterways to the facility, the Pomme de Terre River and an unnamed creek, as impaired, and this proposal would only exacerbate the impairment.

I no longer live in Western Minnesota, but I grew up in that part of the state. The small town where I grew up is struggling as small farmers try to deal with the challenges of corporate ag. Minnesota is already losing dozens of dairy farms annually due to inconsistent and often below cost-of-production milk prices. Massive dairy operations, like the one Riverview is proposing to build, have glutted the market and tightened Big Milk's stranglehold on the industry, allowing them to push small and medium-sized family farms out of business and off the land. This operation would only exacerbate the situation and accelerate the loss of dairy farms in our state, decimating Main Street economies in the process.

The MPCA is charged with assessing the environmental impact of proposed projects, protecting the safety of Minnesota residents. Again, this proposal by Riverview must be required to undergo a full environmental impact statement (EIS).

This is standard protocol for the industry, as the industry historically packs public meetings with industry folks. Nearly 25 years ago, a large dairy operation was proposed just a few miles north of our farm in Dodge County, Minnesota. The dairy operation would've been the largest dairy operation in the State of Minnesota at the time. The fight continued for several years. One evening, the meeting was moved to the old Claremont High School. The township residents showed up at the old high school and were surprised to see nearly 200 folding chairs occupied by corporate executives, including Land O' Lakes, Monsanto, Hormel, Cargill, and other companies. Corporate theatre at its best. There were insufficient chairs for the township residents. Although the township residents were blindsided that evening, they nonetheless remained vigilant and were eventually successful.

Today, rather than send corporate executives to meetings, the industry sends insiders. Several years ago, we went door-to-door in my home Township. We asked residents to sign a petition calling for a special meeting, so we could put local planning and zoning in place and stop the proliferation of factory farms, as our family farm is surrounded by 12 swine factory farms, housing an estimated 30,000 hogs in a 3-mile radius. While dozens of residents signed the petition and called for a special meeting, they were blindsided the night of the special meeting. As local residents showed up at the special meeting, they were surprised that the road grader and other equipment had been backed out of the building. The equipment area was converted to a meeting room, and at least 200 chairs were occupied by members of the hog industry, undoubtedly members of the Minnesota Pork Producers Association (MPPA). A corporate rally.

If the MPCA is going to conduct a public meeting and take public comments from all concerned citizens, the MPCA needs to hold a public meeting in a larger space that will accommodate residents and allow them an opportunity to voice their concerns. It is also essential that the MPCA require that those attending the public meeting sign in to the meeting and provide their contact information.

Riverview is like a mining company. They come into an area and just mine all the resources and once the resources are gone so is riverview. They are off to a new area to mine.

What many people don't know if this goes through this expansion it's just a green light to expand other sites they already own. They want to expand East Dublin dairy south of Murdock to 32,000 cows.
Looks like there is an expansion in the future at the Swenoda site in swift county south of benson with riverview recently purchasing additional 80 acres on the east side of that site close $1,400,000.00 million dollars and this late winter.
Speaking of the swenoda site. Many people well most everyone doesn't know about the huge manure spill there in the fall of 2024 that covered 65-70 acres and went into 2 separate drainage ditches a quarter apart and that manure spill was about 2.5 miles away from the Chippewa river and them drainage ditches feed directly into the Chippewa river. They cleaned it up before they reported it to the MPCA and claim it was mainly 50,000-60,000 gallons of mainly water. Very alarming and very concerning. Very disturbing especially for anyone that lives in a 5-6 mile radius of that manure spill. Probably have high nitrate levels in their drinking water from their wells.
When they manure pumping crews are mainly made up of Hispanics and South Africans who's primary language isn't English it's hard to follow rules and directions. Heaven forbid these big wigs from riverview or who are strongly affiliated with riverview get any manure on their shoes or smell like manure.

What a good show riverview put on the night of April 28th. They use a smaller venue in morris when there are 2-3 other larger venues to use in Morris. They jam it pack with all their supporters and Hispanics who work for them and who are speaking Spanish across the room to each other and one is holding up a sign in Spanish to comment on this site for approval for this expansion. Looks like a 100 plus comments in a couple hours time last night from riverview employees. All them comments should be disregarded.

Riverview does an extremely good job getting one of their supporters and employees on every local government board possible. From township, planning and zoning,rda and school boards and and everything in between. They make sure riverview is taken care of and rest of us non supporting riverview people they make sure our voice isn't heard at all or our comments and concerns are brushed aside.

They claim they do so much for the communities they are by but yet I don't see any them riverview supporters or Riverview employees on the volunteer fire department or on the EMT. Oh wait they aren't getting paid for that and no need to protect riverview's interest on them rural volunteer positions.

It will be a good day in rural Minnesota when riverview and their businesse partners are no longer in business and are broke because that is what they are trying to do everyone else in rural Minnesota now who doesn't want anything to do with them.

Official Public Notice published in the Stevens County Times January 6, 2026, is misleading indicating that the expansion will take place in the NW 1/4 of section 1 Synnes Township.
Are manure management acres secured by written contracts or are they simply "Handshake agreements"?
Water use is a major concern. According to Minnesota Well Index records that I have viewed River View currently has at least eight active wells and has drilled at least 5 additional test holes. Active wells range from 138' to 300' in depth. Test holes range from 302' to 418' deep. Static levels range from 90' to 119'. Pumping levels range from 101' to 200' at the time the wells were drilled. No information relating to recharge rate was found. Bed rock level is approximately 300'. Existing water wells surrounding WRD range from 75' to 340'. The 340' well just happens to be owned by a WRD employee. Looks like the same issue that people in Arizona are facing is happening or about to happen in Stevens County. My own well located 1 1/2 miles north of WRD has dropped in production from and estimated pumping capacity of 150 gallon/min to barely 3 gallon/min currently. Intensive water well testing needs to be done by independent testing company before any permit for WRD is approved.
Damage to County and Township roads during harvest are to the point that they are impassible with anything but a 4-wheel drive pick-up. Roadbeds have been displaced to the point that ditches no longer drain properly, culvert aprons have separated from nearly every culvert along my property and have had to be repaired at county expense.
Manure spills have occurred on several occasions as the result of failure to connect hoses or lack of proper monitoring. Several of these spills have been of a size requiring considerable time to clean up and occurred on public property (county road ditches).
Animal disease should be a major concern to be looked at. New World Screw worm currently less than 100 miles from the US- Mexican border is a devastating disease. Riverview transports animals between Minnesota and Wilcox AZ. almost daily. What is the Minnesota department of animal health emergency management protocol for handling such and outbreaks?
No one has discussed negative economic issues involved with the project. Farmers not participating will likely see lower bids for grain, higher prices for fertilizer and propane due to lower volumes. Employees will be let go or have time reduced. People will have to leave the area to find full time employment.
There are many more important issues that need to be studied. The fact that the commissioner has not made an independent onsite visit and possibly even with close neighbors that are not part of WRD is a very concerning issue. Boots on the ground, ears open, smell the air, see the situation before you make a final decision. Once the damage is done it cost a lot more to fix. A full and complete study is the only option!
