South St. Louis SWCD (Railroad Creek culvert replacement) - 401 Water Quality Certification

We invite you to comment on the draft 401 Water Quality Certification for the Railroad Creek Culvert replacement project in St. Louis County. 


The South St. Louis Soil and Water Conservation District will replace an undersized 24-inch-diameter steel pipe culvert that is impeding fish passage and degrading stream function with a 12-foot-1-inch-wide by 6-foot-7-inch-high by 34-foot-long aluminum box culvert. The project is located approximately 1,000 feet west of Highway 33 on Witte Road in St. Louis County. The proposed project will permanently fill 0.05 acre and permanently excavate 0.02 acre of Railroad Creek. The district will fully restore 37 square feet of impacted wetlands along the road embankments using native plantings and erosion control blanket. This will maintain the current wetland use of aquatic and wildlife habitat. The replaced culvert will allow fish and aquatic organism passage, accommodate larger storm events and continued flows, and improve stream connectivity. 


A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
