Greenfield Global Winnebago LLC - Air Permit

We invite you to comment on the draft air quality permit for Greenfield Global Winnebago LLC.


Greenfield Global Winnebago produces ethanol at its facility in Winnebago. The facility receives, handles, mills, and ferments grain to produce ethanol.


The draft air permit reissues the operating permit and incorporates operational limits based on air dispersion modeling conducted in October 2024. Fabric filters control particulate matter emissions from the grain receiving and handling. Process throughput limits and existing controls mitigate the facility’s emissions of particulate matter and volatile organic compounds. 


An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
