We invite you to comment on the draft air quality permit for Xcel Energy - Black Dog Generating.
Xcel Energy operates the Black Dog electric generating plant in Burnsville. The facility produces emissions from its turbines, generators, and boiler.
The draft air permit authorizes modifications to one of the existing turbines to increase efficiency and maximum power generation. The draft permit also removes a heat input limit from the other turbine. The changes allow for an increase in emissions of all pollutants including carbon monoxide, nitrogen oxides, particulate matter, and sulfur dioxide.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
