First State Tire Disposal is a waste tire processing facility located in the city of Isanti. The facility receives and sorts waste tires, separating out some for resale. The facility shreds the rest into varying sizes for use as aggregate in construction projects. The processing and storage of waste tires and aggregate at the facility meet the applicable fire codes.
This solid waste permit authorizes First State Tire Disposal to continue processing up to 5 million passenger tire equivalents. The permit also approves an expansion of the aggregate storage area from 13 storage bins to 16. Each storage bin is 5,000 square feet and aggregate cannot be piled more than 10 feet high. This permit approves these activities for 10 years.
All active landfills, solid waste, and recycling facilities in Minnesota are required to have a solid waste permit. A solid waste permit is good for 10 years. If conditions change and modifications to the permit are necessary, the MPCA may review and amend the permit.
