We invite you to comment on the draft wastewater permit for the Reading's wastewater treatment facility.
The Reading Sewer Service District has applied for a permit to construct a new wastewater treatment facility which will treat municipal wastewater for the community of Reading. The proposed facility, which will consist of a two-cell stabilization pond, will have a controlled discharge to County Ditch 5. The facility will be designed to treat an average flow of 18,700 gallons per day.
The proposed facility will remove an imminent threat to public health and safety by removing the existing straight pipe discharge of untreated sewage to the watershed.
The MPCA also proposes to include the maximum load of pollutants from the proposed facility in the total maximum daily load studies for the Missouri River Basin and the Rock River Watershed. Because the permit limits discharges of total suspended solids and fecal coliform from the facility, adding the maximum load of pollutants to these studies will not contribute to impairments for suspended solids, fecal coliform, or E. coli in these bodies of water.
Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. Permits are enforced through a combination of self-reporting and compliance monitoring.
