Boomerang Laboratories LLC - Wastewater Permit

We invite you to comment on the draft industrial wastewater permit for Boomerang Laboratories LLC in Spring Park, Minnesota.


This facility manufactures cosmetics, liquid personal care products, and household cleaning products (hand lotion, hand soap, dish soap, laundry soap, all-purpose cleaner, and fabric softener). The facility produces an average of 2,500,000 units per month and a maximum of 3,600,000 units per month.


The permit authorizes the facility to discharge once-through non-contact cooling water. The average flow from the facility is 0.022 million gallons per day with a maximum flow of 0.057 million gallons per day. Discharges occur Monday through Friday, and the flow is continuous during operating hours. The discharge flows through a storm sewer and into Lake Minnetonka Spring Park Bay. The non-contact cooling water comes from the city of Spring Park. The maximum municipal water supply is 100,000 gallons per day.


Sanitary wastewater is discharged to the publicly owned treatment works and is not regulated by this permit. The facility no longer uses a reverse osmosis system and reverse osmosis reject water discharge is no longer authorized by this permit.


The draft water quality permit includes wastewater monitoring for nitrite plus nitrate‐nitrogen, total Kjeldahl nitrogen, and total nitrogen, a water quality based effluent limit for temperature, and waste load allocations for phosphorous and chloride. Phosphorous monitoring has changed from once per quarter to once per month for reporting and calculations needed for the waste load allocation. The total suspended solids concentration-based limit has been replaced with a new mass limit based on updated waste load allocation. These changes were made to meet wasteload allocations and water quality standards updated since the last permit was issued.


As of April 19, 2024, the facility no longer discharges to Lake Minnetonka and instead discharges all water to the sanitary sewer. This permit is being maintained to allow the facility to resume non-contact cooling water discharge to Lake Minnetonka following the described discharge conditions above.


Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. Permits are enforced through a combination of self-reporting and compliance monitoring.


Wastewater from industrial and commercial sources may contain pollutants at levels that could adversely affect the water quality in area wetlands, streams, rivers, and lakes. Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. All wastewater must be treated before it goes into surface water to protect human health and aquatic life. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits.
