Met Council (Blue Lake Wastewater Treatment Facility) - Wastewater Permit
We invite you to comment on the draft wastewater permit for the Met Council Blue Lake Wastewater Treatment Facility.
Metropolitan Council Environmental Services applied for a reissued water quality permit for the Blue Lake Wastewater Treatment Facility in Shakopee, which discharges to the Minnesota River. The facility is designed to treat 42 million gallons per day.
The draft permit includes new total phosphorus limits of 100.2 kilograms per day and 17,407 kilograms per year. Because the facility was not designed to meet these limits, Met Council has until December 31, 2037, to upgrade the facility and meet the new limits under the draft wastewater permit’s two-phase construction compliance schedule. Phase 1 includes modification of the aeration tanks, the addition of clarifiers, a new distribution structure, a new secondary effluent channel, an additional digester, and renewal of solids drying facilities. Phase 2 includes a new primary treatment complex including two new clarifiers, renewal of existing clarifiers, replacement of grit removal equipment, and the addition of tertiary filtration.
The facility currently monitors for per- and polyfluoroalkyl substances (PFAS) due to site-specific criteria in the Minnesota River. The draft permit increases the number of PFAS compounds Met Council monitors from four to 40 and requires Met Council to analyze sample results using the most recent U.S. EPA analysis method for these compounds.
Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. Permits are enforced through a combination of self-reporting and compliance monitoring.
