Central Specialties (Plant 6) - Air Permit
We invite you to comment on the draft air quality permit for Central Specialties Inc. - Plant 6.
Central Specialties, a paving contractor in Alexandria, proposes to construct a new portable hot mix asphalt plant known as Plant 6 that would produce emissions primarily from a mechanical drum mixer and process heater.
Plant 6 will manufacture hot mix asphalt by combining aggregate, which is heated and dried within the drum, with cement. A fabric filter will control particulate emissions from the drum mixer.
The draft air permit authorizes construction of the facility. Additionally, the draft permit establishes limits on the mechanical drum mixer and process heater to reduce particulate matter, sulfur dioxide, carbon monoxide, nitrogen oxides, volatile organic compounds, and total hazardous air pollutant emissions.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
