We invite you to comment on the draft air quality permit for Minnesota Municipal Power Agency's Minnesota River Station in Chaska.
Minnesota Municipal Power Agency's Minnesota River Station in Chaska provides backup electric service and power during periods of peak demand. The facility operates a natural gas-fired simple cycle combustion turbine with No. 2 fuel oil as a backup fuel source and a No. 2 fuel oil-fired emergency generator.
The draft permit reissues the facility’s air quality permit and does not authorize any construction or new emissions. The draft air permit includes emission limits and performance testing for nitrogen oxides, sulfur dioxide, and particulate matter. The permit also requires recordkeeping on fuel type and usage as well as emissions calculations for nitrogen dioxide.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
