We invite you to comment on the draft 401 Water Quality Certification for The Parkway Neighborhood mixed-use development in Hennepin County.
WME Real Estate Holdings proposes to build The Parkway Neighborhood development in Dayton, which includes 630 medium- and high-density residential units, a new city roadway, a connection to the Rush Creek Regional Trail, a recreational area, parks, utility infrastructure, and stormwater treatment features.
The proposed project would result in the permanent loss of 2.0869 acres of Type 2 and Type 3 wetlands. WME Real Estate Holdings will mitigate these impacts at a 2:1 replacement ratio for a total of 4.1738 acres of wetlands of the same type in the same watershed as the impacted wetlands.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
