Carlton SWCD (Anderson Creek Bergman culvert replacement) - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the Anderson Creek Bergman culvert replacement project in Carlton County.
Carlton Soil and Water Conservation District, in partnership with Technical Service Area 3, proposes to replace the two existing undersized steel pipe culverts conveying Anderson Creek under a private driveway in Carlton County to improve aquatic organism passage and stream connectivity. The district will replace the culverts with a new 21-foot-long, 20-foot-1-inch-wide, 6-foot-6-inch-long aluminum arch culvert embedded into the substrate and a 28-foot-long, 3-foot-6-inch-wide, 2-foot-five-inch-high metal pipe arch floodplain culvert.
The project includes installation of a boulder vane and pool within Anderson Creek on the downstream side of the new culverts to improve aquatic habitat. The project will discharge 61.7 cubic yards of fill into Anderson Creek, temporarily excavate 241.5 cubic yards from the creek, and impact 21 linear feet of stream.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
