Lake County (County Road 2 reclamation) - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the County State Aid Highway (CSAH) 2 reclamation project in Lake County. USACE Project Number 2024-00229-TJH.
Lake County proposes to complete a 6-mile-long pavement reclamation project on CSAH 2, also known as U.S. Forest Service Highway 15, between South Greenwood Creek and Murphy Creek in west-central Lake County during the summer of 2024. The project will recondition the pavement and require two bridges to be constructed. The northern bridge over South Greenwood Creek will be two 12-foot-by-6-foot embedded box culverts to replace two 48-inch-diameter arch culverts. The southern bridge over Murphy Creek will be a 16-foot-by-6-foot embedded box culvert with a 36-inch-diameter floodplain culvert to replace two existing 48-inch culverts. Each bridge will impact approximately 100 linear feet of stream.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
