Scott County (Merriam Junction Trail) - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the Merriam Junction Trail project in Scott County.
Scott County proposes to convert an abandoned rail bed into a 2.2-mile paved mixed-use trail between the trailhead for the Louisville Swamp Trail and the Minnesota River Bluffs Regional Trail. This project will require constructing four bridges: three single-span concrete bridges and one three-span steel bridge across the Minnesota River. The project will impact 0.74 acres of wetlands and 2,882 linear feet of the Minnesota River.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
