City of Becker - Wastewater Permit
We invite you to comment on the draft wastewater permit for the City of Becker's wastewater treatment facility.
The City of Becker applied for a reissued water quality permit for its combined municipal and industrial wastewater treatment facility, which discharges to the Elk River. The facility is designed to treat 2.1 million gallons per day.
The draft wastewater permit includes quarterly monitoring for sulfate to determine if the facility has reasonable potential to impact downstream waters used for the production of wild rice.
This permit eliminates the facility’s surface water monitoring stations after previous surface water monitoring demonstrated that water quality was protected during drought conditions.
This permit discontinues monitoring for selenium and arsenic after sampling results showed levels of selenium and arsenic well below the chronic water quality standards.
This permit removes the limit for total dissolved solids. Sampling results for total dissolved solids at the facility were always below the chronic water quality standards. Monitoring for total dissolved solids at the facility will continue.
Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. Permits are enforced through a combination of self-reporting and compliance monitoring.
