City of Luverne - Wastewater Permit
We invite you to comment on the draft wastewater permit for the City of Luverne's wastewater treatment facility.
The City of Luverne applied for a reissued water quality permit for its wastewater treatment facility, which discharges to the Rock River. The facility is designed to treat approximately 2.24 million gallons per day.
The permit requires the City to submit an enhanced nitrogen management plan to reduce nitrogen downstream of the facility.
The permit removes requirements to monitor for total bicarbonates, total calcium, total magnesium, total hardness, total potassium, and total sodium because the MPCA changed or removed several salty parameter water quality standards since it issued the City’s current permit.
Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. Permits are enforced through a combination of self-reporting and compliance monitoring.
