Industrial Stormwater General Permit
We invite you to comment on the draft Industrial Stormwater General Permit.
To protect Minnesota's surface and groundwater from pollutants that may be present in stormwater from industrial sources, facilities described in 40 CFR 122.26(b)(14) must apply for a National Pollutant Discharge Elimination System/State Disposal System (NPDES/SDS) Industrial Stormwater Permit. The MPCA proposes to reissue this general permit for an effective term of five years, starting April 1, 2025.
Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. This draft general permit adds monitoring for per-and polyfluoroalkyl substances (PFAS) for some applicants. The draft permit also establishes benchmark and effluent limits and requires effluent monitoring twice a year as opposed to the current frequency of once per year.
Permit holders must implement best management practices to reduce stormwater contamination and must monitor stormwater discharges both visually and through stormwater sample analysis to ensure their pollution reduction activities are effective. In addition, permitted sites are required to develop a stormwater pollution prevention plan indicating what sources of pollution they have on their site and how they will reduce potential stormwater contamination.
The MPCA regulates stormwater from municipalities, construction sites, and businesses that store material outside, to limit stormwater runoff and reduce pollution from stormwater. Polluted stormwater from urban hardscapes significantly impacts water quality in Minnesota. Rain and snow melt can carry many pollutants into storm drains and surface waters.
