Carlton County (Elim Creek stormwater pipe replacement) - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for Carlton County Elim Creek Outlet.
Carlton County proposes to replace an aging stormwater pipe that discharges to Elim Creek near the County Road 104 and County Road 6 intersection. The existing pipe outlet is perched and is causing scoured soil to enter the creek.
The county plans to reduce the length of the pipe to increase infiltration in a regraded swale and to add riprap to slow the velocity of the water before it enters the creek.
Between temporary excavation and adding fill where soils have been scoured out near the existing pipe outlet, the project will impact 0.6 cubic yards of the creek and require no mitigation.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
