City of Nerstrand Wastewater Treatment Facility - Wastewater Permit & Chloride Variance
We invite you to comment on the draft wastewater permit for the City of Nerstrand's wastewater treatment facility.
The City of Nerstrand (City) applied for a water quality permit for reissuance for its wastewater treatment facility, which discharges to an unnamed ditch that flows into the Little Cannon River. The facility is designed to treat 42,000 gallons per day.
The draft wastewater permit includes updated monitoring frequencies for total suspended solids and five-day carbonaceous biochemical oxygen demand. The permit includes new limits for total nitrite plus nitrate to protect for ammonia and/or dissolved oxygen standards. The permit also includes new limits for total phosphorus to prevent excess algal growth and for total chloride to protect aquatic life and recreation.
The City has applied for a variance from the chloride water quality standard because the facility is not currently designed to treat wastewater to meet the proposed final chloride limits. The variance still requires the City to investigate and minimize chloride sources and meet the proposed final chloride limits within 15 years after the permit is issued.

Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. Permits are enforced through a combination of self-reporting and compliance monitoring.
