Flint Hills Resources Pine Bend Refinery - Air Permit
We invite you to comment on the draft air quality permit for Flint Hills Resources Pine Bend Refinery.
Flint Hills Resources operates Pine Bend Refinery in Rosemount. The facility processes heavy, sour crude oil from western Canada and other parts of the world. Pipelines deliver the crude oil to the refinery where it is processed into a variety of products including gasoline, diesel fuel, heating oil, jet fuel, petroleum coke, asphalt, and elemental sulfur. These products are distributed to customers in Minnesota and surrounding states via pipelines, trucks, barges and railcars.
The draft permit reissues the facility’s operating permit. It authorizes the addition of an oil/water separator, a skim oil tank, an emergency generator, and continuous emissions monitors for an existing heater.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
