The Aspen Hills Homeowners Association applied for a reissued water quality permit for its wastewater treatment facility in Big Lake Township, which discharges to Tibbits Brook. The facility is designed to treat 19,500 gallons per day.
The draft wastewater permit includes monitoring for sulfate at a frequency of once per quarter to determine if this facility has reasonable potential to impact downstream waters used for the production of wild rice.
This permit contains a revised limit for total suspended solids (TSS). This change is the result of a difference of expression of the limit from past calculations or is a result of a difference in conversion factors and rounding.
The permit authorizes construction of a sludge recirculation line between two of the septic tanks, converting one of the two tanks to a clarifier, and retrofitting another septic tank with a moving bed biofilm reactor.
Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. Permits are enforced through a combination of self-reporting and compliance monitoring.
