We invite you to comment on the draft wastewater permit for Alexandria Lake Area Sanitary District.
Alexandria Lake Area Sanitary District applied for a reissued water quality permit for itswastewater treatment facility. The facility is designed to treat 4.7 milliongallons per day and discharges toLake Winona.
The draft permit addslimits for total chloride, total copper, total mercury, total dissolved solids, total zinc and total sulfate. Alexandria Lake Area Sanitary District proposes construction and an increase to their design flow by 1.0 million gallons per day to 5.7 million gallons per day. Alexandria Lake Area Sanitary District decided to accept limits for the above parameters to prevent further antidegradation review and increased inputs into Lake Winona. These limits are based on the initial flow of 4.7 million gallons per day.
The draft permit includes a compliance schedule that requires the permittee to meet the updated total phosphorus limit as soon as possible but no later than Dec. 31, 2030.
The draft permit authorizes construction or changes to the facility.
Alexandria Lake Area Sanitary Districthas an eight-year variance from the total chloridewater quality standard due to the cost of treatment. The variance was reevaluated, and an interim limit was updated. The eight-year variance expires Nov. 14, 2028.
Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. Permits are enforced through a combination of self-reporting and compliance monitoring.
