St. Louis County (Lester River Road culvert replacement) - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the CSAH 12 culvert replacement project in St. Louis County.
St. Louis County proposes to replace an aging culvert on Lester River Road approximately 270 feet north of Lavis Road in Lakewood Township. The existing reinforced concrete pipe culvert serves as a crossing over the Talmadge River, which meanders through this area before flowing into Lake Superior. The existing culvert has reached the end of its serviceable life. St. Louis County Public Works Department and the St. Louis County Soil and Water Conservation District have partnered on this replacement as a project to restore fish passage at this crossing.
The proposed replacement structure is a 12-foot-wide, 8-foot-high, 54-foot-long precast concrete box culvert with a total length of approximately 88 feet including aprons. The new culvert will be adjusted and skewed 15 degrees to better match the natural course of the Talmadge River. The project will disturb approximately 400 linear feet along one or both sides of the roadway and may include minimal clearing and grubbing of vegetation. Earth-moving activities at the site will include importing and exporting materials from the site, including structural fill.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
