Sofidel America (Duluth paper mill expansion) - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the Sofidel paper mill Duluth facility expansion in St. Louis County.
Sofidel America proposes to expand and reconfigure its existing paper mill in Duluth for tissue paper production while also making necessary safety updates to the facility. A small wetland will need to be partially filled to meet utility and fire road requirements. The project will impact 0.73 acres of wetlands; Sofidel will replace them at a 1:1 mitigation ratio.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
