City of Grand Marais Wastewater Treatment Facility - Wastewater Permit and Mercury Variance
We invite you to comment on the draft wastewater permit for the City of Grand Marais wastewater treatment facility.
The City of Grand Marais applied for a reissued water quality permit for its wastewater treatment facility, which discharges to Lake Superior. The facility is designed to treat 990,000 gallons per day.
The draft wastewater permit includes updated monitoring frequencies for nitrogen, and limits and additional monitoring for phosphorus and mercury. The limits are included to protect water quality in the Great Lakes Basin.
The facility has applied for a variance from the mercury water quality standard due to the cost of treatment for mercury. The variance still requires the facility to work towards minimizing mercury sources, investigate mercury removal technologies, and comply with attainable limits for mercury. The final mercury limits must be met by permit expiration.
You can learn more and ask questions at an online public meeting on May 8, 2024, from 5:30 - 6:30 p.m. An in-person meeting will take place at the Cook County Community Center located at 317 West 5th Street, Grand Marais, Minnesota 55604 at the same date and time. The meeting will be recorded and available upon request.
Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. Permits are enforced through a combination of self-reporting and compliance monitoring.
