Met Council (Empire Wastewater Treatment Plant) - Air Permit
We invite you to comment on the draft air quality permit for Met Council's Empire Wastewater Treatment Plant in Farmington.
The Metropolitan Council’s Empire Wastewater Treatment Plant in Farmington cleans and treats wastewater before discharging it to the Mississippi River. It also operates an on-site anaerobic digester that produces biogas for use in the facility’s existing boilers and engines. The main pollutants of concern from the processes are carbon monoxide and nitrogen oxides.
The draft permit is a new individual state permit that allows the facility to combust up to 100% biogas in the digester gas engine. The draft permit does not include limits for any pollutant emissions.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
