Cook County SWCD (Little Devil Track River bank stabilization) - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the Little Devil Track River bank stabilization project in Cook County.
The Cook County Soil and Water Conservation District proposes to permanently impact a total of 280 linear feet of the Little Devil Track River across three discrete locations by placing approximately 86 cubic yards of fill material and excavating approximately 41 cubic yards of the riverbank for a stabilization project. The proposed project will use bioengineered techniques including root wad/log and rock toe stabilization, vegetated reinforced soil slope, bank grading, and J-hook boulder vane structures to stabilize eroding banks, reduce sediment loading, and enhance aquatic habitat.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
